మన రాష్ట్ర ప్రభుత్వం గుట్టు చప్పుడు కాకుండా ఎంబీసీ కార్పొరేషన్ ఏర్పాటు చేసింది ఇందులో మన కులం ని చేర్చలేదు . ఇందులో బీసీ A  లో వున్న DNT కులాలను చేర్చామని రాష్ట్ర ప్రభుత్వం వివరణ ఇస్తున్నది . బీసీ A లో  వున్న కులాలన్నీ DNT కేటగిరీ లోకి వస్తాయి కనుక బీసీ ఏ కులాలు అన్నింటిని ఎంబీసీ కార్పొరేషన్ లో చేర్చాలి కానీ అది జరుగలేదు.

ORDER :-
Government observed that, Nomadic and semi-nomadic communities
(Sanchara Jathulu) and De-notified Tribes (Vimuktha Jathis) mentioned in the State
list of BCs under BC-A Category, are one of the most neglected, suppressed and
oppressed communities. Wherever they live, they are pushed to the fringes of
society. Most of the communities live in resources constrained areas which are hard
to reach. Their low Social, Educational, Economic and Political status has resulted in
less or no visibility. Majority of them do not have any occupation and therefore
depend on begging or wage labour. They don’t have any resources, skills or social
status to involve themselves in mainstream occupations. All these conditions have
led to their exploitation. Most of them are illiterate, ignorant of schemes and
facilities being implemented by Government, do not have access to bank / insurance
facilities to utilise existing development schemes. People of these communities
depend heavily on moneylenders, borrow money at very high interest rates and
thus are pushed to indebtedness and further impoverished. Many in these
communities do not register births and deaths. Substantial number of these
communities reported non-availability of voter identity cards, ration cards, caste
certificates and birth certificates. Absence of necessary documents affects their
ability to access constitutional benefits as well as reservations in schools, colleges
and Government services. Children and adults from these communities would find
it difficult to compete with others due to years of deprivation, marginalization and
low status. Therefore on the whole it was felt that they are richly deserving of
support from the Government.
2. In this regard, the Director, Backward Classes Welfare, A.P., Hyderabad has
proposed to establish a separate Federation / Corporation for the Welfare of Denotified
Tribes (Vimuktha Jathis), Nomadic and Semi-nomadic Communities
(Sanchara Jathulu) and mentioned in the state list of BCs under BC-A category in
Andhra Pradesh.
3. Government after careful examination and with an aim of promoting the
welfare and Development of the Nomadic and semi-nomadic communities (Sanchara
Jathula) and De-notified Tribes (Vimuktha Jathis) mentioned in the State list of BCs
under BC-A Category, have taken a decision to establish a new Corporation for
these communities under Companies Act, 2013. In this direction the Government
have proposed to apply to the Registrar of Companies, Andhra Pradesh for the
following name :-
“Andhra Pradesh Corporation for Welfare and Development of Most
Backward Classes.”
4. The list of Communities to be served by the “Andhra Pradesh Corporation for
Welfare and Development of Most Backward Classes” is annexed to this order.

5. The Director, B.C.Welfare, A.P., Hyderabad is authorized to sign and submit
necessary forms and matters incidental in the formation of the proposed
Corporation “ Andhra Pradesh Corporation for Welfare and Development of Most
Backward Classes” to the Registrar of Companies for Andhra Pradesh.
6. The Director, B.C.Welfare, A.P., Hyderabad shall take necessary action
accordingly.
